For Class 1 and Class 2 dwellings, the new energy efficiency standards will apply to projects with BASIX certificates generated from 1st of October 2023. The NSW Government today committed to reduce the financial burden of increased building standards for nine months for those who have already signed contracts.

Your BASIX certificate is valid for 3 months. If it is not lodged within this timeframe the project will need to be reassessed to meet NCC 2022 compliance. Once lodged with the council your BASIX certificate is valid for the life of the project. If an update to your BASIX is required after lodgement, we will require the DA Number and Date of Submission, this will allow updates to your NatHERS and BASIX under the NCC 2019 Energy Efficiency performance standards.

All commercial buildings in NSW will have the changes applied from the date of the Construction Certificate.

Increases in a nutshell
NatHERS
NatHERS compliance is increasing from 5 stars to 7 stars this will align with NCC2022. Compliance with 7 stars will require balanced heating and cooling loads. This will be achieved by the introduction of the total load.
NOTE: No increase is proposed to Climate Zones 9, 10 and 11 (upper north coast areas) or multi-units under 5 storeys
BASIX Energy
Increased energy savings to align with NCC2022 will see BASIX energy targets increase approximately 20%. The targets will vary depending on the buildings type, size and location.
NOTE: No increase is proposed for multi-residential buildings 5 story’s and under

It’s time to prepare
This is the most significant increase to residential sustainability since the introduction of the BASIX tool. As a result, our services will be evolving to accommodate these changes. Below we have outlined the critical changes required in order to prepare you and your clients.

Documentation detail
Increased level of design documentation will be required in order for us to complete your assessment. This is due to NatHERS regulation changes and an increase in building data required to complete a compliant certificate.
Minimum design documentation details required
a. site plan
b. floor plans
c. elevations
d. roof plan
e. sections
f. construction material details
g. electrical schedule NOTE: Defaults can be applied however this can have adverse effects on your rating.
h. window, skylight, roof window and door schedule/details including size, opening style, location, shading screens, preferred glass and frame type NOTE: Your preferred glass and frame may not result in a passing solution. Window changes will be required in order to achieve 7 stars your plans will need to be updated as the assessment progresses.

Efficient Living have developed checklists to help gather the required information. If documentation is not appropriately detailed for the assessment your consultant will advise what additional details are required. In some cases, we may not be able to commence your assessment until all required information is received. BASIX has introduced embodied energy materials calculator the calculator will have no compliance target at this time. It will however require you to provide additional measurements and details to the assessor in order to complete the BASIX certificate.

Your time and cost to complete this increased level of detail at DA stage Efficient Livings time to complete the assessment will increase for both service delivery and consultation. Engage with your consultant early to allow enough time for a compliant solution to be established. You will be required to make plan changes before your assessment can be certified for submission.

Achieving 7 stars and optimizing design
A dwelling needs to be designed to achieve 7 star NatHERS compliance. If consideration to the new targets has not been applied, significant changes may be required to the design and building specifications to achieve compliance. pecifications to achieve compliance. Efficient Living has developed two service options for compliance with 7 stars

  1.  One time pass solution. You consultant will apply required building specification and design changes based on your selected preferences. A checklist of upgrade options will be provided to you for completion.
  2. Collaborative approach the consultant will work with you to develop the design and building specification this is typically completed in a live modelling workshop where you can maintain control of the design
    intent.

Each service pathway will include a base file thermal model built as per provided plans, results will be provided before optimization commences.

Increased Cost
Cost implications will vary depending on the project increasing to 7 stars will change the building specification required to achieve a passing result. Expect higher levels of insulation, double glazed windows with performance frames, changes to building materials swapping out light weight construction with thermal mass. Consulting costs to produce an assessment will also increase this is due to the complexity and time required to achieve the 7 stars targets.

Certification and issuing reports
In order to issue a NatHERS certificate the design documentation must align with the thermal model. Efficient Living will provide you with a table of building details to be included on the final plan set. NatHERS stamped plans are required before a report can be returned.

Energy
BASIX energy is increasing approximately 20%. This increase is made up of 10% tool and energy grid improvements and 10% increase in stringency. Current testing indicates compliance is easily achieved with a good energy design. Including a solar system is more cost effective and beneficial that increasing all areas of energy.
